I’m now on the side that writes RFPs rather than responding to them however this article covers many of the basics in understanding the RFP prior to writing the proposal.

“INTEL will lay off 1000 managers, or about 1 per cent of its work force, as it seeks to tries to restart profit growth amid heated competition with rival AMD.”This action is designed to both reduce costs and improve communications and decision-making across the company,” Intel spokesman Chuck Mulloy said.”
Interesting thing about this is that the reduction of 1000 managers will apparently “reduce costs and improve communications and decision-making across the company.” Doesn’t say much if you’re one of the culled managers.
